Federal postal rules require every person who receives mail at a commercial mail receiving agency (CMRA) to complete PS Form 1583 and show a current primary and a secondary form of identification. Since May 2024 the signature has to be confirmed in person or over a live video call with the CMRA, or acknowledged before a notary. You complete it during sign-up, and each person you authorize to pick up mail completes their own.
