Yes. Federal postal rules require every person who receives mail at a commercial mail receiving agency (CMRA) to complete PS Form 1583 and show a current primary and a secondary form of identification. Since May 2024 the signature has to be confirmed in person or over a live video call with the CMRA, or acknowledged before a notary. You complete it during sign-up, and each person you authorize to pick up mail completes their own.

Can an out-of-state company use this as its Pennsylvania registered office?
A Pennsylvania registered office is a separate filing requirement. The Department of State says it must be an actual street address in Pennsylvania, or a Commercial Registered Office Provider you have a contract with, and that a post office box alone is not acceptable.
